Damn I was hoping for him to wear that stupid yellow mask and green outfit.
This could really be a cheese villain though. I could see them having him actually become electricity and running through outlets and such.

Oh, and the Ultimate Marvel universe (version) of Electro was blue and very similar to what you describe. The only thing is that he’s completely naked when he’s in that form so…
